HR 218 Qualifications

Harry Humphries will be conducting a HR 218 Annual Qualification Course on Thursday August 12, starting at 4:30 and concluding at 8;PM.  This course satisfies the requirements for both initial qualification and renewals.

      The Course will be held at the New Hanover Law Enforcement Center Range 5301 Holley Shelter Rd, Castle Hayne NC.  Exit I 40 at Exit 414 (Castle Hayne) turn right on Holley Shelter, the range entrance is 1 mile East on the South side of the road.

       Bring 70 rds for each handgun you wish to qualify with.  The cost of the course is $50 dollars with each additional handgun $25 dollars.

       Individuals should bring Eye and Hearing Protection and a functioning flashlight.

August 26, 2021 Club Messages

 There are currently three items which are important and need to be addressed

1.  This is the final call out for those interested in attending this years Club picnic on 11 September 2021 at the St. James Community Recreation Pavilion.If you wish to be added contact the Treasurer @, Start time is 1200 hours, you must come into the community via the main gate off of Rte. 211.  Additional information is on the Club Website-

2.    The Board is exploring having a Holiday get together in early December which will include the meeting.  It will be on a Saturday tentatively the 11th.  This event will be an afternoon affair.  Looking for feedback as to this being viable.

3.    The current positions of the President and Treasurer are expired and we are looking for nominations from the members to fill these positions.  As per the current Chapter and National 1013 BY laws the President must be a NYPD Retiree, the Treasurer can be any member that is in Good Standing.  Nominations must be made no later than the October meeting with elections held at the November meeting.

Wilmington 10-13 Club Annual Picnic

On Saturday 11 September 2021 the Club will hold it’s annual picnic at 12pm.  For those unfamiliar we meet at the pavilion in the St. James community on the inter coastal waterway. The facility is covered and has bathrooms. Access is via main gate off of Rte. 211.
We are asking that if you plan to attend you need to notify us of the number in your party so that a proper head count is given for the food and drinks.  As in the past we request a check in the amount of $10.00 per person, refundable back to you at the event if requested. It will also be on the clubs website.

Appetizers  Sausage platter served by hostess ( who will be working for TIPS )

    *We will be holding our Remembrance of 9-11 at this event also.  It has been 20 years and this needs to not be forgotten , all of us were impacted in some degree.

Harry Humphries will be conducting HR 218 Classes at the NHCLEOA Range , 5301 Holley Shelter Rd in Castle Hayne.  ( Range entrance is marked NHCLEOA.  It’s 1 Mile on the right ,East of I40 exit 414, Castle Hayne)

Wednesday May 5 and Tuesday May 11. Classes start at 3 PM and conclude around 8 PM. 

Bring 80 rds for each weapon , Ear and Eye protection, FACE MASK REQUIRED. operating flashlight and water. Class cost is $50.  You may qualify with additional weapons for an additional $25

Our meetings have moved to the American Legion Post 10 which allows for proper social distancing and COVID-19 protocols.

The Board hopes all club members and their family will take the necessary precautions to prevent yourselves from this virus.


2020 Wilmington 10-13 Club Annual Saint Patrick’s Day Luncheon.

Lunch will be served at 1pm on Saturday March 14, 2020. Lunch location will be the DAV Building located at 4601 Park Avenue, Wilmington 28403

October 15th 2019 meeting we will have a guest speaker from the New Hanover County Sheriff’s Office Vice and Narcotics Division

Detective Angus Trott. Detective Trott will give us an overview on the operations of the Vice Unit


Jerry Dowling has the 2019 Attractions Book available for sale. The cost of the book is $25.00. The proceeds of the book will go to the Marine Corp League. Help support the Marine Corp League.


Tom Dunigan is selling 10-13 Raffle Tickets for the NYPD SBA Raffle which will be picked by the SBA in December 2019. Tom has tickets available for $10.00. Please support our club in this raffle. This is our yearly chance for the club to generate funds.

The club will pick two winners. Each winner will be receive $50.00 cash prize and an NYPD SBA Ticket for the grand Prizes.


Our Club has suffered two recent loses, Walter Hickey and Don Kane.

Rick Paxton Territory Rep for U.S. Law Shield Insurance will be at our meeting to explain the different types of insurance plans available to our members who carry a firearm or who possess a firearm.

Our Post Holiday party is scheduled for Saturday January 26th from 1200-1600 at the Porters Neck Country Club. Cost is $40 per person with a free drink ticket. It will be a sit down lunch with choices of chicken, fish or beef. We need a minimum of 60 people to hold the event and we currently have 26 people signed up. If you are planning to attend please send me a e-mail if you have not already signed up.

Appropriate dress attire is required, no jeans, sneaker or t-shirts.  For men a collard shirt, casual/dress trousers, sport jacket/sweater, the ladies will know what to wear.

We will be collecting checks at the November meeting which will be held on Tuesday November 20th @ 1900. There will be no December meeting. Checks can also be mailed to the Club @ P.O. Box 15613, Wilmington NC 28408.

 This is why it is important to check ID cards of new members when they join the club.

 The below person contacted me several week ago and said he was a retired NYPD officer and wanted to join our club.

 He came to Tuesday’s meeting and filled out an application.

 When I asked to see his NYPD retiree ID card he said he did not have it with him.

 Information he entered on the application also raised a red flag with me and several members who spoke to him also voiced a concern.

Faithful Unto Death

Hi All,


A discussion was had at the Annual National NYCPD 10-13 Org. Convention about the possible devastation caused by hurricane Florence to the homes/property of Myrtle Beach and Wilmington 10-13 Club members. In an effort to assist these members I was asked to spearhead a fundraising drive.

 I have been in touch with Chuck McLiverty and Mike Fanning, presidents of the Wilmington & Myrtle Beach 10-13 Clubs and have asked them to provide me the with names of their club members who have suffered significant financial losses as a result of the hurricane.

 Unfortunately at this time, many of their members are still without phone & internet services. Rather than start a Go-Fund-Me Page where donations are taxed and a percentage of what is donated is paid to Go-Fund-Me, I am asking for direct donations to assist these members. Club presidents can assist by passing the proverbial hat around at their monthly meetings.

 Donations/Checks should be made out to the NYPD 10-13 Club of Charlotte and mailed to:

 Money collected will be divided equally and sent to the members identified by the Myrtle Beach and Wilmington 10-13 Clubs..

We have a special guest at our August 21, 2018 meeting at 7pm.

Our guest will be Sergeant Tanya Baker of the New Hanover County Sheriff’s Firearms Unit.

We are asking all members to attend this meeting. Sgt. Baker will be there to address any questions regarding

HR 218, Concealed Carry Permits, Purchasing of a Firearm and NC State laws regarding gun ownership.

It is with deep sadness that we announce the passing of Dolores Moro on Saturday July 21, 2018. Dolores is the wife of club member Dominick Moro.
Dolores’ funeral Mass is on Thursday July 26th at St Mark RC Church at 11:00 AM.
Could you advise the members that if they are attending the funereal mass for Dolores Moro the standard Club attire is in order.  Blue/Black Blazer, shirt, tie, name tag if available.

HR 218 Re Qualifications

New Hanover County Law Enforcement Range

Monday May 9, 2016 @1pm & Monday May 23, 2016

HR 218- Harry Humphries discussed the up coming classes being held on May 9, 18,and 23rd. Classes will be held at the New Hanover Law Enforcement Association Range. Classes will start at 1PM and conclude when everyone is finished. Classes will be time consuming being that day and night combat courses have been added, and the instructor must walk each shooter separately through the course. More info will follow. The May 9th and May 23rd classes are full. There are available spots for May 18th  class.  Send me a e-mail if interested.

It is with deep regret that we announce the passing of past President and charter member Frank Whelan. Frank was a retired member of the NYPD.


FRANCIS JOHN WHELAN Age 80, of Carolina Beach died Wednesday February 24, 2016. Funeral services will be held Friday, March 4, 2016 11:30 AM at St. John’s Episcopal Church. Visitation will be 1 hour prior to service. Memorial donations may be made to St. John’s Episcopal Church 1219 Forest Hills Dr. Wilmington, NC 28403 –
